Case Closure Memorandum (CMM)

For content on Case Closure Memorandum (CCM) that, according to the Investigation Manual, must be drafted by investigators in the event that a preliminary inquiry determines that the allegations are unsubstantiated and/or unfounded, that the matter would be more appropriately addressed by other WFP units (i.e. Management or HR), or that further investigation is negated (i.e. in a harassment case, the complainant withdraws the allegation), providing the reasons and the basis for closing the matter at the preliminary inquiry stage.
