Investigation Mandate

For content on investigation mandate: according to the Investigation Manual, the Chief reviews and evaluates all complaints submitted to OSI to determine whether they fall within OIGI’s mandate and authority. When the complaint does not fall within OIGI’s mandate and is instead within another unit’s mandate or jurisdiction, the Chief will refer the matter to the appropriate unit and classify the matter as a referral. There are also instances when OIGI is contacted to provide advice or when it receives information that does not contain an allegation of wrongdoing. In these instances, the matter is classified as consultation/information only. If, however, the complaint falls within OIGI’s jurisdiction and authority, the Chief will immediately convert it into an investigation (case) and assign it a priority level and an investigator(s) responsible for the investigation of the case.
