The decentralized evaluation has been commissioned by WFP Kenya and covers Asset creation activities implemented in Kenya from 2009 to 2015. It was intended for both accountability and learning and focuses on assessing: i) the relevance, effectiveness, efficiency, impact and sustainability of the asset creation programme; ii) its results; and iii) the factors explaining the results. The evaluation assessed asset creation actvities supported through three Protracted Relief and Recovery Operations (PRROs) since 2009; with the third running up to 2018. The evaluation, which makes a number of recommendations for the future, was managed by the WFP Kenya and conducted by a consultancy firm, with fieldwork taking place from May 15th to 3rd June 2016.
