Summary
The research is structured around the development of Theories of Change (TOCs). A TOC defines how a specific activity will achieve desired changes in a particular context. The research involved a review of WFP program documents and datasets, and literature on South Sudan. Sixteen remote interviews with WFP country office staff were conducted prior to the in-country research. In February 2022, in-country research was conducted. The research team visited project sites in Bor (Jonglei state) and Bentiu (Unity state) and in the capital Juba. The team gathered data through in-depth interviews with WFP intended beneficiaries and non-beneficiary community members, local government and customary authorities, CBOs, NGOs, INGOs, and other UN agencies. Approximately 26 key informant interviews and six focus group discussions (FGDs) were held.
