ملخص
The World Food Programme commissioned a Language Capacity Assessment as part of ongoing efforts to strengthen community engagement in the interests of improved protection of and accountability to the communities it serves. This reflects an understanding that language is an under-explored driver of vulnerability, often compounding other factors like gender, age, ethnicity and disability. Language exclusion typically affects minority language speakers and non-verbal communicators, who often belong to marginalized communities and experience multiple layers of disadvantage which prevent them from accessing information and assistance, sharing feedback and claiming their rights. This affects their opportunities to participate in humanitarian responses and development initiatives. WFP’s draft Community Engagement Strategy aims to place the diverse communities the organization serves at the center of interventions, including persons with disabilities, minority language speakers and those with intersectional needs. This assessment of global language factors in a range of WFP’s operational contexts is intended to inform those efforts by identifying current gaps, challenges and good practices.
