The evaluation covers the 2008 Cash and Voucher policy and its related implementation arrangements (guidance, directives, tools, technical capacity, etc.) and policy updates. It covers the policy implementation period from 2009 to 2013, assessing both the operational and institutional results based on those prescribed in the policy. The evaluation also assesses the quality of the policy, using international benchmarks for policy design, and the factors that have affected its implementation over the 5-year period.
