The present report consolidates the first years of operationalization of WFP’s Safe Access to Fuel and Energy (SAFE) programmes from its inception in September 2009 until 2014. It provides an overview of WFP’s SAFE pilot programmes in the early stages of the initiative and the multi-faceted challenges associated with access to cooking fuel. It explains the rationale behind SAFE and progress made in the implementation of SAFE activities together with reflections on the future of the programme.
