This decentralized activity evaluation was commissioned by the WFP Nepal country office as the baseline study of the School Meals project under the McGovern-Dole International Food for Education and Child Nutrition program funded by the United States Department of Agriculture under the Fiscal Year (FY) 2023 grant cycle. The evaluation serves both accountability and learning purposes. It focused on establishing a baseline in line with the approved Performance Monitoring Plan and aims to provide a situational analysis before the commencement of the project. This analysis is necessary for the midterm and endline evaluations to assess the project’s coherence, relevance, effectiveness, efficiency, sustainability, and impact.
