In 2024, WFP assisted around 21.5 million food-insecure people across the Middle East, Northern Africa, and Eastern Europe region, achieving 82 percent of its annual target - a drop of nearly half compared to 2023 actual beneficiaries with many receiving reduced rations. In 2025, WFP aims to assist 24.9 million people, 5 percent below than the 2024 annual target. WFP assisted 3.7 million refugees across the region, exceeding its 2024 target of 2.5 million. Acute food insecurity remains severe across the region, with 40 million people in IPC Phase 3 or above (crisis or worse). The region is projected to continue to face high levels of acute food insecurity in 2025. The region's needs-based plan was revised during the year from USD 7.1 billion to USD 5.6 billion, with a funding level of 73 percent. In 2024, 61 percent of contributions were earmarked at the activity level, with only 5 percent being fully flexible.
