One way to honour the memory of Sulley Gariba is to reflect on contemporary discourse on issues that were central to his work and contributions. One of these issues is evaluation and its contribution to development outcomes. In this article we use two of Sulley Gariba’s works to lay the foundation for the review of the book edited by Ian Goldman and Mine Pabari on using evidence in policy and practice and lessons from Africa.
