Résumé
This inter-agency synthesis provides a consolidated analysis of the humanitarian response to the Ukraine crisis from 2022 to 2024. Commissioned by the Inter-Agency Humanitarian Evaluation Steering Group (IAHE SG), it draws on existing evaluations, operational reviews, and learning reports to inform strategic learning and collective accountability. It aims to support humanitarian actors in Ukraine as they undertake a strategic Humanitarian Reset and offers relevant lessons for future large-scale responses in similarly complex, government-led contexts.
