ملخص
Mauritania is a lower‑middle‑income, food‑deficit country that has made gradual progress in reducing child undernutrition and mortality, yet food insecurity remains high, affecting about 14 percent of the population and worsening during the lean season. The Transitional Interim Country Strategic Plan aligns with the Government’s long‑term vision for inclusive development, strengthened human capital, resilient systems, and environmental sustainability. It advances WFP’s shift toward nationally owned food and nutrition security programmes by 2030. Building on findings from the 2016 country portfolio evaluation, the T‑ICSP supports resilience-building efforts, responds to the needs of Malian refugees, and contributes to the nationwide Zero Hunger Strategic Review. It pursues six strategic outcomes: ensuring year‑round access to adequate food for vulnerable Mauritanians; meeting the food and nutrition needs of crisis‑affected people and refugees; improving nutritional status among children and pregnant and lactating women and girls; strengthening livelihoods and resilience among food‑insecure smallholders; providing UNHAS services to the humanitarian community; and enhancing government capacity to manage food security and nutrition programmes. A 2018 budget revision expanded emergency assistance in response to drought-related shocks. The upcoming Country Strategic Plan (2019–2022) will support national development frameworks and Sustainable Development Goals 2 and 17, in line with WFP’s strategic results.
