The Philippines has achieved notable economic and social progress, yet challenges such as chronic malnutrition, high vulnerability to natural disasters, climate change, and limited opportunities for smallholder farmers continue to hinder progress toward SDG 2. The Philippine Development Plan (2017–2022) and the forthcoming UNDAF (2019–2023) outline national priorities, including eliminating child malnutrition and improving smallholder farmers’ livelihoods. WFP’s 2016 Strategic Review of Food and Nutrition Security identified key gaps and opportunities for achieving SDG 2 and now informs ongoing dialogue on WFP’s future support and the development of a full Country Strategic Plan. In the meantime, WFP’s Protracted Relief and Recovery Operation is transitioning to a six‑month T‑ICSP focused on building resilience, supporting government response systems, and strengthening policy frameworks. The T‑ICSP includes four strategic outcomes: ensuring year‑round food access for vulnerable populations; supporting food access for disaster‑ and conflict‑affected communities; improving nutrition for vulnerable populations by 2022; and strengthening national and regional capacities to reduce vulnerabilities by 2018. The plan consolidates WFP activities with government partners to advance Zero Hunger solutions while maintaining readiness to support emergency response.
