ملخص
Sierra Leone is still recovering from the Ebola outbreak, which caused 4,000 deaths, left more than 13,000 survivors and orphans, severely weakened the health system, and pushed food insecurity to affect half the population—especially in rural areas. The crisis reversed earlier gains and reduced trust in public institutions, contributing to rising maternal and child mortality. Following the National Ebola Recovery Strategy (2015–2017), national and international partners are supporting the transition from emergency recovery to programmes aligned with the Sustainable Development Goals. WFP is also assisting the Government with the Zero Hunger Review. The Transitional Interim Country Strategic Plan builds on WFP’s Ebola recovery efforts by improving smallholder productivity and market access, tackling malnutrition among vulnerable groups—including children, pregnant and lactating women, and people living with HIV/TB—and strengthening government capacity in school feeding and disaster risk management. The T‑ICSP targets five outcomes: meeting food and nutrition needs during crises; supporting chronically food‑insecure households year‑round; improving nutrition for vulnerable groups by 2020; enhancing smallholder livelihoods and resilience; and strengthening national capacities for food security and emergency response by 2019. WFP will coordinate with government ministries, UN agencies, NGOs, civil society, and the private sector, while maintaining robust monitoring and accountability systems and supporting national partners to track program results
