Rwanda’s Vision 2050 seeks to reach middle‑income status by 2035 and high‑income status by 2050. Progress toward this goal has driven major gains in poverty reduction, gender equality, environmental sustainability, education and public health. Yet since 2020, COVID‑19, regional instability, climate shocks and rising food prices have slowed advancement and deepened food and nutrition insecurity, especially in rural areas reliant on subsistence farming. About 17 percent of households are food‑insecure, with child stunting reaching 30 percent and widespread micronutrient deficiencies, including high rates of anaemia among children and women. These challenges stem from interconnected drivers such as low smallholder productivity, limited resource access, food price inflation and poor dietary diversity. Although Rwanda applies a strong whole‑of‑government approach focused on human capital, youth unemployment remains high, and institutional and fiscal constraints persist amid declining external funding. In alignment with Vision 2050, WFP’s 2024–2029 country strategic plan aims to reduce food insecurity, strengthen food systems and combat malnutrition. Guided by national and UN frameworks and past lessons, the plan focuses on four outcomes: delivering life‑saving assistance and promoting self‑reliance; strengthening national systems including school meals; supporting sustainable livelihoods and resilient food systems for vulnerable groups; and improving national and humanitarian emergency‑response capacities.
