Armenia, a landlocked country of nearly 3 million people, faces compounded vulnerabilities from geopolitical instability, socioeconomic challenges and frequent natural hazards. Climate change is expected to intensify extreme weather, threatening agriculture and rural livelihoods already affected by seismic activity, floods, hail and drought. The Nagorno‑Karabakh conflict and the 2023 arrival of 115,000 refugees have strained border communities and national systems, adding humanitarian and economic pressures despite progress toward a peace framework with Azerbaijan. Armenia remains highly exposed to external shocks, with food price inflation reducing purchasing power, especially in rural areas. WFP’s 2024 assessment found high levels of poverty, limited affordability of basic goods and 20 percent food insecurity—figures that could worsen rapidly. In line with national and UN frameworks, WFP will fully phase out operations in Armenia by 2030. The 2026–2030 country strategic plan focuses on transferring tools and systems to national authorities through two outcomes: (1) strengthening the Government’s capacity to support crisis‑affected people before, during and after emergencies, and (2) enhancing national systems for food security, including school programmes, social protection and resilient food systems. This plan marks WFP’s shift to a technical advisory role and a responsible transition toward full national ownership.
