Iraq is transitioning out of years of conflict and working to reduce poverty and dependence on humanitarian aid. Since 2021, the Government has expanded national assistance systems and advanced plans for displaced populations, yet major challenges remain: 1 million people are still internally displaced, 4.9 million returnees face reintegration barriers, 300,000 refugees need support, and environmental degradation continues to damage food systems and livelihoods. These pressures heighten food insecurity, especially for displaced households, underscoring the need to strengthen national social protection, anticipatory action and climate‑resilient livelihoods. Continued technical support from partners is essential. WFP’s 2026–2029 country strategic plan shifts from humanitarian food assistance to nationally led, co‑financed and risk‑informed recovery. It focuses on gradually handing over programmes to national institutions and strengthening capacities in anticipatory action, food systems and social protection, while retaining minimal surge capacity for shocks. The plan is built around three outcomes: 1) crisis‑affected people can meet basic needs; 2) livelihoods and food systems become more resilient; 3) national institutions strengthen analytical, policy and programme capacities. WFP will phase out unconditional food assistance by 2027, support adaptation in climate‑stressed areas and embed risk‑informed approaches into national systems. Aligned with Iraq’s Vision 2030, national plans and UN frameworks, the strategy positions WFP as a catalyst for Iraq’s shift from humanitarian aid to nationally led social safety nets. Future engagement beyond 2029 will depend on domestic financing and government priorities.
